Sweden Fire Station Building Committee Report

 Present:

 Assignments from the March 4, 2008 Meeting:

·        Wolfgang will get copies 30 of the drawings for the first 3 building options made for the March 8, 2008 Information Meeting

* Wolfgang had a copy of each Option mounted on a Board for the Meeting.

·        Julie will put together a “fact sheet” for the March 8, 2008 Information Meeting.

       * Julie had a four page hand out for the meeting which summarized what the

                  Committee has done over the past year.

Assignments from the January 8, 2008 Meeting:

·       Wolfgang will contact the surveyor used in 2005 (Points North from Bethel , ME ) and get an estimate of costs necessary to adjust the property line. These costs would include, at a minimum, the survey costs, the cost of an attorney if required, and costs to register the deed.  A change in the placement of this property line would not change the size of the property but would allow the proposed station to be built closer to Bridgton Road .

* Wolfgang contacted the surveyor and got a price of $350 to do the survey again but       we do not know if this includes the updated drawing. It does not include the new  or amended deed (cost unknown) or the cost to register the new deed (about $18). It is estimated the whole thing will cost less than $1,000.

Assignments from the October 23, 2007 Meeting:

·       Julie requested that all members who have recommendations regarding possible contractors, etc. please verify current names, addresses and additional contact information and forward them to her. She will compile a list so the Town is prepared to move forward when it comes time to pursue a cost estimate.

    * This request was made again at the February 26, 2008 meeting

Assignments from the July 10, 2007 meeting:

·       Ted Harris is to make an inquiry with Maine DOT regarding the acquisition/storage of excess fill required for site work.

*     We have not received an update on this item as of the March 11, 2008 meeting.

Meeting Notes:

·       Wolfgang called the meeting to order at 9:00 am .

·       Eric Grondahl, the engineer who did the plans and specifications for the Sweden Sand & Salt shed brought drawings from other Fire Stations that he has done. ( Canton , ME 60 X 80; North Wayne , ME (44 X 76) and a new station in Willimasville , CT )

·       Eric can do a complete set of plans and specifications for $6,000 – $7,000. Once the decision is made to proceed, it will take approximately 2 months to produce them.

·       Eric suggested that we could use option 2 (which is the 62 X 70 ft. option) but make it one less bay which would result in a 50 X 70 ft. building. It would be best for the Dept. to have three bays and have them be shallower than to maintain the 80 ft. depth and eliminate a bay.  

·       There was discussion about how much water was necessary to have available: 250 Gal/min. for 20 min.

·       Need 3500 Gal to meet this need.

·       Currently the Town has 1 Pumper (1000 Gal) , 1 Forestry truck and 1 Utility Truck.

·       The Fire Chief anticipates that 1 pumper (1000 – 1200 Gal) and 1 tanker (1000 – 1200 Gal) will be donated to the Town.

·       The Town has a compressor for breathing air.

·       A new generator will be necessary. It may be possible to obtain funding for a generator from Homeland Security.

·       Eric expects that the most cost effective option would be wood frame in a colonial style to coordinate with the existing Town Office.

·       The Committee discussed some of their findings with Eric. He received a copy of the plot plan, copies of options 1, 2 & 3 and was told about the fourth option; which is a basic garage.

·       The DOT has told us that we can get a 40 ft. curb cut.

·       The Plumbing Inspector agrees that the proposed building would require a separate septic tank but could share the leach field with the New Town Office.

·       Eric agrees that radiant heat is the most cost effective to use.

·       If ledge is found, the building can be raised.

·       Eric designed the new Oxford Public Safety Bldg. which is 18,000 SF and cost $1.5 million.

·       Eric will contact Julie by Thursday or Friday with a rough idea as to what he thinks each of the 4 options might cost in preparation for Saturday’s Town Meeting.

 ·       Wolfgang & Julie met with Shawn Bergeron on Thursday, March 6, 2008 to discuss the cost of designing different options for a proposed station and the estimated cost of building them; as well as the cost of building different options if possible.

·       A full report will be made at a later date; but his first impression was that the Town should allow $20,000 for design and should plan on at least $140/SF for construction of a basic garage.

·       Wolfgang, Julie, John & Patrick attended the Information Meeting on Saturday March 8, 2008 in order to make a brief presentation on what the Committee has been doing over the past year and where it is headed.

·       Article 15 in the Town Warrant did not get in exactly as the Committee had requested so the Committee may have to ask that the article be amended at the Town Meeting. The Committee will make a brief report as to the cost of the design and the reasons why it is best to appropriate it now. No money would be spent on design until the Town had decided which option to pursue, but it would save the expense of holding a Special Town Meeting to raise those funds.

·       After the Town decides which option to pursue, design would be done and the project put out to bid. After prices are received, a Special Town Meeting would be held to decide if the Town wants to go forward with funding the building.

·       Discussion was had about a fifth option being the possibility of disbanding the Fire Dept.. The Town can decide not to fund the Fire Dept. but can not vote to disband it.

·       The Committee has done some research and doesn’t feel that this is a viable option at this time.

·       The next meeting will be on Tuesday March 25, 2008 from 9:00 – 10:30 AM at the Town Office in order to discuss feedback from the Information Meeting and decide how to proceed with the process.
